मनुष्य स्वभाव किती वेगळा असतो. बालपण तो खेळण्यात घालवतो. तरुणपणी शिक्षण व नंतर लग्न... हे करीत असताना `आपण या समाजात राहतो' यापलीकडे समाज, समाजकर्तव्य, समाजसेवा या गोष्टी खरे तर त्याच्या ध्यानीमनीही नसतात. कारण त्या वयात धुंदी असते ती पैसा, नाव, सत्ता, सुख कमाविण्याची! व ही कर्तव्ये पार पाडल्यानं तर ५५-६० कडे झुकू लागला की मग त्याच्याकडे वेळच वेळ असतो आणि अचानक त्याला आपल्या समाजाशी असलेल्या बांधिलकीची आठवण येते. (जणू साक्षात्कारच होतो.) मग तो एक-दोन संस्थेच्या मीटिंग्ज अटेंड करतो, कुठे वाद-विवादात सामील होतो व डोनेशन्स वगैरे देत असतो. बस्! त्याने केलेले समाजकार्य ते हेच! पण वेळच वेळ असूनही तो समाजाला वेळ देवू शकत नाही कारण लोकांसाठी जीव ओतून काम करायला लागणारी ऊर्मी त्या वयात त्याच्याकडे नसते.
मी याच स्वभावाच्या नेमकी विरोधात आहे. समाजकार्य करायचे झाल्यास वेळ व पैसा दोन्ही लागतो. तारुण्यात स्वत:चीच कामे इतकी असतात की दुसऱ्यांना वेळ देऊ शकत नाही. म्हणून पैसा मिळवेपर्यंत व हाती सत्ता येईपर्यंत समाजातील प्रश्नांकडे (आपल्या समोर असलेल्या) पाठ फिरवायची का? स्वत:च्या समस्यांचा बाऊ करून `तो मी नव्हेच' अशी भूमिका आपण घ्यायची का? घेतलेल्या शिक्षणाचा असाच उपयोग करून घ्यायचा का? असे कित्येक प्रश्न मी मला वर्षभरानंतर प्रथमच भेटायला आलेल्या माझ्या मित्रमैत्रिणींना विचारले. क्षणभर ते सर्व गोंधळलेच पण नंतर गंभीर विचारात पडले! कारणच तसं होतं!
मी वर्धा जिल्ह्यातील `देवळी' या छोट्याशा तालुक्यात राहणारी. शिकण्यासाठी पुण्याला आले. येथे आल्यानंतर जागतिक तापमानवाढ, लोकसंख्यावाढ, पाणीटंचाईची समस्या अशा अनेक प्रश्नांचा अभ्यास केला. तेव्हा वाटले, माझ्याही गावात पाणीटंचाई आहे, पण ती तीव्र स्वरूपात असेल का? याचे उत्तर माझ्याकडे नव्हते. त्यामुळे कुतूहल जागे होऊन मी या उन्हाळयात १५ दिवस या संदर्भात माझ्या गावाचे सर्वेक्षण करायचे ठरविले. सुरुवात माझ्या घरापासून केली. तेव्हा लक्षात आले पाणी टंचाईची समस्या प्रत्येक घरी वाढत चाललीय. मग हा सर्व्हे वाढवायचा मी निर्धार केला. त्यासाठी मला माझ्या मित्रमैत्रिणीची मदत हवी होती. पण त्यांना या समस्येची थोडीही जाणीव नसल्याने मी ती न घेण्याचा निर्धार केला.
सर्वेक्षणासाठी मी तीन वॉर्ड निवडले. त्यात तब्बल २०० ते २५० घरे व १००० ते १२०० इतकी लोकसंख्या राहत होती. या वॉर्डात सधनता आहे व येथे कुठलीही समस्या नाही असा सर्व्हेपूर्वीचा माझा समज होता. पण दोन वॉर्डातील सर्व्हेनंतर जाणवले की येथे गावातील पाणीटंचाईची समस्या सर्वाधिक आहे. कारण सर्वांनी आपल्या घरी विंधण विहिरी बांधल्यामुळे जवळजवळ सर्वच भूजल वापरले गेले आहे आणि घरातील, बाहेरील सर्व जमीन प्लास्टर केल्यामुळे पाणी जमिनीत मुरण्यास खूप वाव नाही. त्यामुळे येथील लोकांना संपूर्ण मे महिना दूरवरच्या हँडपम्प, विहिरी येथून पाणी भरावे लागते. बरेच लोक पाणी विकत देखील घेतात. पण ३ ऱ्या वॉर्डातील समस्यांना `हॉरिबल' म्हणावे लागेल असे त्याचे स्वरूप होते.
या वॉर्डात गेले तेव्हा एखाद्या अनोळखी घरात जाते काय असे वाटत होते. कारण गेल्या १९ वर्षांत त्या भागात जाण्याचा कधी प्रश्नच उद्भवला नव्हता. मला वाटायचे काटे हा सुंदर आणि योग्य `मेंटेनन्स' असलेला भाग. पण सोन्याचे घालून चपला विकणाऱ्यांप्रमाणे तो आहे याची प्रचिती आली. या भागात हातमजुरी करणारे लोक राहतात. वीजवाहक खांब उपलब्ध नसल्याने अनेकांच्या घरी वीज नाही. हा भाग मुळातच `सेमी फॉरेस्ट' आहे. त्यामुळे तेथे सरपटणारे प्राणी तासाला उपलब्ध! अख्ख्या भागात तीन हँडपंप. एक-दोन वर्षांपासून नादुरुस्त! मुळातच मोठा भाग असल्याने लोकांना साधारणत: १५० ते ३०० मीटर अंतराहून पाणी आणावे लागते. लेआऊटची विहीर नळांद्वारे जवळपास ६० ते १०० घरांना १० महिने पाणीपुरवठा करते. पण उन्हाळयात ३ ते ४ दिवसांआड पाणी तर काही घरांना अजिबात पाणी पोहचत नाही. त्यामुळे त्याचा भार पुन्हा हँडपंपवर. लोकांना रात्री १२-१२ वाजेपर्यंत नंबर लावावे लागतात.
पण मुळात ज्यांच्या घरी बाराही महिने हँडपंप हेच पाणीपुरवठ्याचे साधन आहे, त्यांचे भविष्य काय? पण माझ्यासाठी सर्वात भयानक दृश्य ते होते - जेथे ८ ते १० वर्षांची मुले सकाळ संध्याकाळ खेळायचे सोडून आई-वडिलांना पाणी भरण्यास मदत करतात. हो, कारण पाणी हा जगण्याचा आधार आहे. पण त्या गोंडस बालपणाचे काय, ज्याच्यावर प्रत्येक आणि प्रत्येक बालकाचा अधिकार आहे. ही मुले उड्या मारू मारू हापसून देतात. त्यांना आत्ता मजा वाटते पण पुढे त्याचे किती शारीरिक व मानसिक त्रास भोगावे लागतात याची त्यांना कल्पना नसते.
तात्पर्य, आपण पाण्यासाठी भारताच्या एका कार्यक्षम भावी पिढीला आतापासून खुंटवतो आहो. उद्यापेक्षा आज महत्त्वाचा आहे नि आज आम्हांला पाणी हवे आहे. या लोकांच्या समस्या कधी कुणी जाणून घेण्याचा प्रयत्नच कुणी केलेला नाही. फक्त निवडणुकांच्या वेळी वरवर त्यांची भलावण करण्याचे काम केले जाते. या लोकांना आपल्याला कुणीतरी मदत करावी असे, आपले म्हणणे ऐकून घ्यावे अशी इच्छा असते. ते माझ्याशी ज्या आपुलकीने आणि तीव्रतेने बोलत होते, समस्या मांडत होते त्या ऐकून व प्रत्यक्ष बघून त्यांचेजवळ जाऊन रडण्याची इच्छा होत होती. त्यांना मी `त्यांची' वाटले व ते सगळे लगेच माझ्याकडे `आस' लावून बसले कारण त्यांना माझ्यात आशेचा किरण दिसला असावा...
आता माझ्यासमोर प्रश्न हा होता की एक प्रोजेक्टचा भाग म्हणून या समस्या कागदावर लिहून त्या फाईलमध्ये बंद कराव्या की त्याला वाचा फोडावी? कारण आता माझा सर्व्हे `प्रायव्हेट वर्क' राहिलं नव्हतं तर ते `सोशल वर्क' झालं होतं. अर्थातच मी गप्प बसणार नव्हते. म्हणून मी या समस्या मला भेटायला आलेल्या मित्रमंडळींपुढे मांडल्या. पण म्हणतात ना - ``गावेच्या गावे जलमय करून टाकणाऱ्या महापुरापेक्षा माणसाला त्याच्या डोळयांतील अश्रूच महत्त्वाचे वाटतात.'' तात्पर्य हातात पैसा येईपर्यंत व शिक्षण पूर्ण होईपर्यंत उन्हाळयांच्या सुट्ट्यांत वा रविवारी दोन तास लोकांच्या समस्या सोडविण्याच्या प्रयत्नासही त्यांनी नकार दिला. एकाने तर ``मला अजून समाजातील समस्यांचा अभ्यास नाही. अभ्यास केल्यानंतर ठरवीन.'' असे उत्तर दिले. ते ऐकून मी अवाक् झाले. पण मी माझे धैर्य सोडले नाही. मला वाटते मी केलेले ते पहिले समाजकार्य त्यातील दोघे-तिघे माझ्यासोबत प्रत्यक्ष काम करायलाही आले.
आम्ही पुन्हा त्या भागात फिरलो. तेथील समस्या टिपल्या. वॉर्ड मेंबरशी त्याबद्दल बोललो. ले आऊटच्या मालकाशी तेथील समस्यांवर चर्चा केली व त्यांनी आम्हांला साथ देण्याचीही कबुली दिली. त्या भागातील दोन वर्षांपासून नादुरुस्त असलेला हँडपम्प जातीने लक्ष घालून दुरुस्त करवून घेतला. (नगरपालिकेकडून) मात्र त्या भागात दर दिवशी दोन टँकर पाठवायला जलखात्याने चक्क नकार दिला. तेथील अधिकारी म्हणाला वॉर्ड मेंबरशी बोला. मी त्यांना म्हटले की तो भाग एका वॉर्डाचा नाही, नगरपालिकेचा आहे. त्यामुळे तेथे टँकर पाठविणे ही तुमची जबाबदारी बनते. त्यावर तो काहीच बोलला नाही. या सगळया कामांमुळे माझा मित्र इतका भांबावला होता की या कामामुळे होणारा आनंद तो लपवूच शकत नव्हता. आपणही दुसऱ्यांच्या कामी येवू शकतो ही भावनाच किती सुखद असते! दुसऱ्या दिवशी आम्ही मुख्य कार्यकारी अधिकाऱ्यांकडूनच त्या भागासाठी दिवसाला एक टँकरची व्यवस्था करवून घेतली. दरम्यान आम्ही ज्या विहिरीतून पाणी पुरविले ती विहीर बघायला गेलो. तर तेथेही आनंदी आनंद! बाजूच्या मंगल कार्यालयातील वाया गेलेले अन्न, कचरा, पत्रावळी यांना चक्क त्या पाण्यात जलसमाधी! झाले. त्यावर आम्ही सीईओला जाब विचारला. वाद झाला. नि मग १ वर्षांपासून त्या विहिरीवर जाळी लावण्यासाठीचे पडून राहिलेले दस्तावेज त्यांनी बाहेर काढले व त्यावर सही केली आणि फक्त ७ दिवसांतच त्या विहिरीवर १०,००० रु. खर्च करून नगर-परिषदेने जाळी लावली.
या सर्व कामांतून मी एक गोष्ट शिकले की `झुकता है जमाना झुकानेवाला चाहिए!' प्रशासनाला खडबडून जागे केले की कामे आपोआपच होतात. पैसे नसताना फक्त समाजासाठी वेळ देऊनही कामे पार पाडता येतात. पण एका विशिष्ट हद्दीनंतर नगरपरिषदही काहीच करू शकत नाही. अशावेळी लोकांची कामे करण्यासाठी आपणाला पैशांची नितांत गरज आहे. आणि आम्ही सगळे एस.वाय., टी.वायला शिकणारे. आर्थिक परिस्थिती बेताची. अशातच मी `पब्लिक वेलफेअर फंड'ची योजना मित्रांपुढे ठेवली. या योजनेअंतर्गत आम्ही आमच्या गावातील पुढारी, नगरसेवक, शिक्षक व `वेल एस्टॅब्लिश्ड' लोकांकडून देणगी गोळा करून ती गरजूंच्या कामी आणणार होतो. ती योजना सर्वांना पटली पण त्याला नगराध्यक्षांची परवानगी हवी होती. मी थोडी हिम्मत करून गेले. परवानगी मिळेल अशी अपेक्षा नव्हतीच कारण या फंडांतर्गत तब्बल ५० ते ६० हजारांचा निधी गोळा होऊ शकणार होता. पण म्हणतात ना, चळीरलश्रशी वे हरिशिप शीशिलळरश्रश्रू ुहशप ींहश र्हीारप ीळिीळीं ींरज्ञशी र्ेींशी ळीं. ``माझा आशीर्वाद तुझ्या पाठीशी आहे. आपल्या देवळीला तुझ्यासारख्या तरुण रक्ताची गरज आहे.'' या शब्दात त्यांनी मला परवानगी दिली आणि आम्ही सगळे सातव्या आसमंतात पोहोचलो. हे काम आम्ही पुढल्या उन्हाळयात करणार आहोत. तोपर्यंत समाजातील किरकोळ कामे आम्ही करीतच राहणार. कारण `परिस्थितीकडे पाठ फिरवणारे भेकड' अशी आमची ओळख आम्हांला करून घ्यायची नाही.
तात्पर्य, एक सर्व्हे म्हणून केलेल्या कामाचे शेवटी समाजकार्यात रूपांतर झाले. या ठिकाणी एक गोष्ट विशेषत्वाने नोंदवावीशी वाटते. प्रत्येकाला आपल्या, आपल्या कुटुंबाच्या समस्या फार मोठ्या वाटतात. त्यांचा बाऊ करून त्या सोडविण्यात गुंग असताना आपल्यासमोरील अखंड पसरलेल्या सामाजिक व राष्ट्नीय समस्यांचा रीतसर विसर पडतो व आपणही या समाजाचे काहीतरी देणे लागतो याची थोडीदेखील आठवण आपणाला राहात नाही आणि तेथेच आपण स्वत:तील आदर्श व जागरूक विद्यार्थ्याच्या नागरिकाची प्रतिमा स्वत:च मलिन करतो.
